Perhaps it's because you have lower posts?

I see it here:

- Click the link "Settings" in the upper right hand corner
- Under the section "My Settings", inside the section "My Profile", there is a link "Edit Signature"

i cant seem to see the option for signature under settings

You first need 25+ top quality posts, so not posts like "me too" "awesome", that kind of thing; so: with some content to them.
The user permissions are in the newbie forum (sticky).
