I've noticed some people have preferences on when they call their milestones, ie. a little early to motivate themselves or a little late to make the journey to the next milestone shorter.
Do you have a milestone-calling preference?
Wavies and curlies whether you call milestones stretched or unstretched, pick the one that matches you.
ETA: I voted when my racers are there, though if I have the self-discipline when it comes to calling waist I might wait till most of my hair is there...

I have a couple of layers and some racers and some chunks that are much wavier than others. So there's a huge difference between my shortest layer unstretched and my longest layer stretched.
I'm calling when MOST of my hair is there, unstretched.

My ends are fairly blunt but I do have a u-hem, and wispies of all lengths, so if I were to wait for ALL my hair to get there, the longer hair might already be halfway on to the next milestone! And if I had racer hairs that reached the milestone first, I might actually cut them back to keep the hemline more even

I call mine when most of my hair is there - and when dry and stretched.

My hair is cut into a V (with layers, compact cut), and so I call it when the tip of the V (the entire middle part) reaches the milestone stretched, because it's a little hard with waves to gauge where you're at otherwise.
I'm also wavy, but for some reason I don't experience much shrinkage, and stretching it doesn't make much of a difference in my case. For this reason I never stretch, my hair is mostly one length, and I consider I've reached a milestone when most of it seems to be a bit past said milestone without me touching it, just comb it, and let it rest as it usually would.

My ends are so thin and sparse that I don't feel happy calling my milestones until I'm just a little past them.
