I clarify before using any new product. I also just clarify once a month.
Oh, I never do that unless I'm specifically worried about build up.

I don't clarify before starting a new conditioner, unless I've been having buildup problems with the old conditioner.
I tend to buy the same conditioner over and over, so I haven't had this problem in a while. But when I was looking around for a conditioner I would just wait until my next clarifying wash to use it rather than clarify specifically to try it. But then I clarify about once a month to every three months or so, it might be different if you're someone who clarifies very infrequently. If you're worried about buildup though, I'd try clarifying. If your hair feels stripped afterwards even using your new condish, you can always oil or do another type of moisturizing treatment and you'll have your answer.

I clarify (sulfate wash) each week, so yes, it all gets rebooted with every new conditioner I use. A true clarifying wash with a special shampoo, I don't do that often. It should be about that time, though... hmm.
In addition to clarifying shampoos, you could possibly have buildup that most clarifiers aren't designed to target. So a vinegar rinse or two may help dissolve some water-insoluble compounds held together by ionic bonds.
I'm surprised by how infrequently some of you clarify. I have to clarify at least once a week but I do use a pretty coney conditioner and leave in. I do frequently rinse with diluted ACV but I should do a deep clarifying with vinegar water, it felt really nice last time I did that.
I'm considering trying sulfate free again so I really want to get all the residue washed away. The new condition(kirkland moisture) does have cones but not near like my normal HH.
