I think everyone's hair is shorted when it is pulled over the shoulder since the hair has to go over the shoulder which takes up a few extra inches.
When I look at my hair from the front, it's barely waist length for sure (ugh), but from the back..I'm just realizing that I might be able to call it hip from this photo taken today? Hip length in the front is my ultimate length goal. I'd be happy to know that I'm there..in the back! What do you think? I have a hard time telling the difference with waist and hip to be honest. Thanks in advance!
PS: Does anyone elses' hair GREATLY differ in length from when you pull it over your shoulders, to when its all behind your back? It's frustrating, because I always pull most of my hair over my shoulders in front and I feel like it's so short to me.

Yes, my hair does the same thing. It's hip length when behind me, and just below BSL when over my shoulders.

I think the ends of your longest strands are at hip length.
I'm just the opposite. When I pull my hair in front of my shoulders, the ends touch the tops of my thighs. When I check it from the back, they don't -- stupid huge hiney!
