I say around 20 months. Always give yourself some extra time too, it saves from disappointment.

I basically trimmed once in April 2010 and then again in July 2011 but I'd already made waist in that time. My hair grown approx 5/8" per month which is just a tiny bit above average, so if you are the same and don't want to trim, you could do it in that time frame too.
If you want to keep the same hemline, and have the longest parts at waist I'd say 1.5-2 years no trims, more if you trim. If you want a blunt hemline at waist, 3 years+.
I dont know if you get satisfying answers here. Perhaps you should measure your growth rate or at least how long the way would be.
There are big diffenrences possible.
But your hair looks great and it will look greater at waist .

To reply to a few comments: I have tried monistat before and it was too expensive to continue; My hair grows in spurts and usually i get a major growth spurt AFTER a trim; the front of my hair grows faster than the back; and I intend to get 2 "microtrims" (as I like to call them) in a year's period from now on until I reach WAIST and then I plan to maintain there with the same shape and layers style.
My goal is to reach WAIST by 12/12/12 but realistically it will more likely be in 2013
