I think it's actually at it's curliest for me when it's very slightly damp. Once it's fully dry, I start to get some frizz that interrupts the curl pattern. But I selected "curlier wet" since that's certainly the case in comparison to fully dried.
How does your texture behave?
The question refers to NATURAL texture, NOT STYLED!

Pretty straight wet. Then it gets more wavy as it dries.

My hair looks like long, loose spirals when wet but is nearly straight once it dries. So disappointing! In Washington state it used to dry with those long, loose spirals, but here in Ohio it dries nearly state, at least 1C if not 1B. I haven't gotten around to changing my hair stats though. The change is hard to accept.
I used to wish that my hair was straight. Then I got used to it being wurly. Now it's hard to accept that it's straight (pretty much).
Curlier dry. The weight of it wet really stretches out the waves, but they're still visible.
.
Straighter wet, curlier dry, which is the usual case with natural curl. The only time it was curlier is after it came back from chemo (since it used to be 2b/m/ii and now it's 2b/2c/m/ii/iii) so it's retained some of the extra curl, but not much.

Wet I have really distinct waves, like a solid 2a/2b, but it straightens as it dries. Once dry, it won't curl at all (even in high humidity) unless I wet everything down or drench it in oil. If I brush after drying it will go completely straight. The only place that has a bit of curve is if my hair is mostly even, it will curl slightly in towards my body at the very bottom.
