I was thinking along the same lines. Even a small group of individuals could own it, and make sure the site stays up to date and functional. I don't have money or tech knowledge. This is just something I've been wondering.

MLHH manages to stay up despite having no advertising and receiving only 100 posts per year. I suspect its costs are minimal.

I use an inexpensive web hosting company 2MHost for my personal site. They handle the domain name registration and SSL certificate.

LHC may need to shop around for a cheaper web hosting company.

Nobody solved it, but nobody here is a wizard. Did you try the things that Gumball suggested, for example? Just a tracert would've told a lot about WHERE the problem actually was.

Should we think about implementing something like this? Are we able to move the ownership from Stephanie over to someone who is still somewhat active here (with her consent, of course)? It would make it so much easier to solve these issues. I would also not be against a small contribution here and there.
I'd do it if someone with back end work experience could set it up, version 6 actually looks quite nice if its the darkmode version I was testing it and it's roughly 200 a year. There is also the cloud version but that's really expensive like $700 a year which I couldn't afford I wouldn't want to pay the current version since it's broken.
