Just wanted to wish you luck finding a way through your hair challenge. My scalp can be sensitive too, natural oils that I use on my hair and face can give me some bumps on the hair line. But I know these oils are benefiting my hair and skin on my face, I can see and feel the benefits. So I persevere. It would be good to know exactly what oil is doing it and isolate it from my routine. Anyway. Welcome. Nice to meet you.

The fact that it is a notably different length makes me think that perhaps the crown area is getting more (or different types) of mechanical stress than other sections of your hair. Have you tried varying the way you part it (or if you part it as opposed to pulling it straight back)? If you always wear the same part, the same section of hair will be getting the bulk of exposure to the elements and never get a "break."

Do you always apply shampoo at the top of your head? If so, it might help to bend forward and apply from nape first.

Since the area that grows shorter is the same area that has scalp pain, it seems it could be related. I would start with seeing a dermatologist to see if there is anything treatable going on. Then, I would recommend ruling out mechanical damage as others have said. Try a silk pillowcase or bonnet for a while and see if the hairs slowly grow more.
