I voted APL to BSL. On women around my age and younger, it's about BSL, maybe a biiit longer, but there's quite a standard length. On older women, it's usually shorter. It's very unusual to see waist and longer. I'm in North Germany. Updos are also rare, and the longest hair I've seen these years was about thigh once, FTL also once, and anything longer than hip is also almost non existent. I am sure it varies by region, though. I live in a rather boring place, very ordinary. In large trendy cities I bet you'll see extreme styles, longer, shorter, crazy colours, etc. Women here dress all the same, all trying to fit the "sexy cute girlish" stereotype, and the hair comes with that.
