Going back a few years, as I passed shoulder and hit armpit, I learned to braid it so that was "long" hair for me. After that, it was just longer hair.

I think bra strap length is long. Which is weird I guess, most of my life my hair has been at tailbone length. I went thru elementary, middle school and high school with my hair always being somewhere between waist to tailbone. But I guess now that I have shoulder length I feel like brastrap is when I can consider my hair long.
I feel my hair is long when it's bra strap length long, too.
But when I see hair from others I think at waist it's long.
Hair starts to seem long to me at WL but I consider thigh length legitimately long. Probably because I've never been that long!
Waist length is when I start to consider hair long -- it feels especially long to me because my growth stalled out due to stress and I'm so close yet so far from that mark!
I think BSL is when I start to consider my hair to be long. Although, that is just the beginning!

I think it depends what you are used to: for a fair portion of my life my hair was approximately BSL, now ‘long’ doesn’t start until at least waist, if not hip or longer.
I started to consider my hair long around HL-TBL because that's when it "feels long".
I don't have an easy metric for when I consider others hair as long. For young(ish) women with straight or lightly wavy hair like me, it has to be pretty long for me to notice since the trend for the last few years in my area has been young women with at least BSL hair, many go past that to as far as TBL. I notice the length when it's far shorter for curly haired people, because that is more unusual where I live. Just wearing healthy, natural curls is noteworthy. I'm all over the map with men. I will think it is long way shorter for someone with a "conservative" or "businesslike" appearance than for someone who dresses in a more alternative style. I also notice hair is long far shorter when a person is older because that is very unusual where I live.

This site has definitely influenced how I see hair length! Especially since I started growing out my own hair. So by now, waist length hair is what I consider to be long. Anything shorter, even BSL, I see as medium length at best. Hell, the times I’ve hit waist length, it still didn’t feel like I had truly long hair - it’s just that I knew that mostly everyone else sees it as long! My perception is probably just going to get more skewed from here on hahah.
