When I had hip length hair, people (both friends and strangers) would sometimes touch it without asking, which I wasn't the biggest fan of, especially given the huge quantities of hair mousse I was using leading to it feeling pretty rough ! Now that it's shorter I would be grateful of a friend offering to braid it if needed, but generally don't like it being touched due to it feeling a little dry and being a bit delicate at the moment.
I donīt think anyone has ever asked me to touch my hair, but then again, I have that "donīt you dare talk to me" kind of face, so... But I have a good friend - hairdresser, whom I implicitly trust with my hair, and she is allowed to do anything to my hair.
People rarely if ever ask to touch my hair. But one time I was wearing a rope braid and a friend with longer albeit less thick hair asked if she could touch the end. She wanted to know what it felt like because hers tapers a lot more on the end. I was okay with it and not gonna lie, felt a bit flattered.
I'd probably let friends and family touch my hair with permission. I wouldn't trust strangers to be gentle enough.
I don't care if someone touches my hair, it's entirely a different matter if they pull at my hair!
My family and two teachers of highschool (I love then, they take care of me and gave a special attention for my autism). My college friends are allowed to touch, but they never did. I don't like when stranges touches me, including my hair too. My hair aren't long at all (pictures at profile).

I let my friends and family touch my hair, but definitely not strangers. Random people and classmates used to always ask to touch my hair when I was a kid because of how curly it was, and I hated it so much :/
Also, I don’t think I’d let them touch it if my hair was styled in something that took me a while to achieve. Don’t want them messing it up LOL
Yes, and I like it. However, I wouldn't want strange people to do that. I would feel uncomfortable.
