I know it's probably more than you want to get into, but Cetrimonium Chloride largely fills the space that the BTMS-50 I use does (it's an emulsifying conditioner).

I bet you could start with a very basic recipe like this, swap in the Cetrimonium Chloride for BTMS-50 and then you could tinker with the other ingredients to your heart's content.
like if I took a first crack at it something like:
Phase 1 (water phase)
▢83 g distilled water
- all the "extracts" go here, too, to total up to 83g
▢5 g glycerin
Phase 2 (oils and emulsifiers)
▢5 g oils or other oil based ingredients
- Paraffinum liquidum
▢5 g conditioning emulsifiers
-Cetrimonium Chloride
- Cetyl Alcohol
- Quaternium-18
Phase 3
▢1 g preservative (DMDM hydantoin in your current conditioner)
▢1 g essential oils or fragrence oils
- your cones would also go here
The citric acid (imho) is trickier to use here, and liquid lactic acid added in a drop at a time at the end will make it easier than dealing with powdered citric acid in the water phase and hoping you stick the pH.
