I'd say you can call that shoulder. Your longest layers are definitely brushing the tops. Way to go! Welcome.

SL for me is hard to judge because I've got some pretty major traps for a female. Front is touching collarbone in front. Back area sits on my lower neck/upper back. Plus, as the picture shows, my ends flip out because it's trying to turn wavy.
Grrrr....
MandyBeth - I'd say that whenever any part of your hair touches the slope of your shoulders, you're at shoulder length.

I think it definitely looks like shoulder length too. I picture a horizontal plane that goes through the clavicle bones and touches the top of the deltoid muscles - if hair is touching that plane then it looks like shoulder to me. Hair that is just barely touching the trapezius muscle slope between neck and shoulder looks more like "neck" length to me but I'm kind of conservative in describing length.
Why do I feel like my hair has stopped growing?!? I guess because I haven't measured it since the end of February/first day of March. But seriously, it feels like it hasn't grown at all. Curse you, shoulder to APL!
