Facial, body and pubic hair are different. Different genes and get switched on for body hair color. Same as when men have brown hair and blonde or red beards. You have blonde genes and brown genes and that's just how they were distributed.

My hair is brown, my eyelashes, eyebrows and body hair are pure black. Much thicker too (life is so unfair sometimes xD)

I have medium brown hair, and then light brown eyebrows and lashes... my eyebrows are very sparse too, so even if I dye them it doesn't look like I have much in the way of eyebrows... I tend to use eyebrow pencil.

I think it's genetic, as most of my family seem to have fairly sparse eyebrows. Weird... and annoying.
