I'm considering cutting my waitst long hair about 4 inches because of dry ends and tangles. Has anyone been thrilled going from waist to bsl and had no regrets? I'm a chicken.

I did. It made a huge difference & I loved it.
But then - I got scissor happy - and about a month later whacked some really bad layers in there and ended up chopping to APL. One year later and I'm back to where I was after the first awesome haircut.
So do it - but be careful not to go overboard.

No need to be ashamed of getting a trim, even a big one like that. Your hair may even be relieved to get some of those ends off and result is a bit of a spurt. I'm sure you'd be back there with healthy ends in no time. Just make sure to be direct with the stylist and be proactive. Make sure you get what you want.

Looking at your siggy pic, I'd recommend just having one inch taken off. You can always have more cut off the next time, if necessary.

I've done it before and was very happy with it. But I was really ready for it. I knew for sure what I wanted. If you're not sure, be cautious. And be prepared for no one in your daily life to notice.

I went from nearly waist to APL in 2005, so close. I missed the length but I didn't regret it because my ends were so bad that I was fighting with them every single day. It was so nice to have fresh ends!

I did it. I felt loads better because I like the feeling of shorter but thicker/healthier hair over the feeling of long scraggly hair.

Length is important, but so is health. What you lose in length you'll more than make up for in nice, healthy ends.

I think you should cut it if you want to. It will grow back. When my hair was mbl, I regretted because my hair seemed so much shorter for me. I went from mbl to apl.

I've taken off 4" or so from time to time if it seemed like it needs it. It always felt, well, shorter! Even if I liked the ends so much better.
Looking at your photo I'll second Cassie 123's suggestion of just taking off an inch or so and see how that changes things first. Especially if you' aren't sure you want to cut back so much, it would make sense to take it slow. You can always cut more off, but it has to grow it back. I've been having good luck with very small, 1/4 inch or so, trims every few weeks. It is both thickening my hemline and trimming off old dye/damage. Somewhat ironically, while I've been doing these regular microtrims for over a year now I've still gotten length improvements.

This. ^^
I went from hip length to BSL recently, losing a perm that was in there way too long. I had lots of damage even S&D couldn't fix. I felt sad about the length but I was relieved at the same time because my hair looked way better than it did before. I still regret losing the length... but hey, it'll grow back.

I trimmed 4" off last week for thin ends and I couldn't be happier. My ends look so much better and I get no tangles. I vote go for it.

Length is stunning but healthy long hair is even more gorgeous. You'll be thankful for it in the long run anyways especially if you have split ends but you don't have to go for such a major trim, even a small trim will make all the difference. :)

I think you won't regret it as long as you go a little at a time. Your ends will be happy for it!

I went from just below waist to about APL a couple of months ago. Didn't need it, but wanted something different and have been very happy with it (though I am growing it out again). I've been doing this so long that sometimes I just need a change.

A trim is a good thing, but it is always some heartache and decision making that goes into it!
Morocco Method says October 18-19-22 is best to thicken hair.

Also, as far as dry ends and tangles go, if treatments and oiling don't smooth things out, I always cut it off. Never had any regrets about it.

Yes, I've done it several times - my hair grows fast so sometimes I will let it grow all the way to waist before I chop it to BSL again. With my hair type and the fact that I color it (and enjoy doing so) BSL is thicker and easier to maintain on me.
Here are some before/after shots (these are from several different haircuts over the years, they are NOT the same cut):
