Why am I not able to blog on this site?

I only just joined the site Long Hair Community on Saturday, so maybe it's a little soon, but I tried to start a blog and I got a message stating I am not permitted to do so. Does anyone have any idea why this would happen?

As stated on the "NEW? START HERE! (http://forums.longhaircommunity.com/forumdisplay.php?f=28)" board, your user permissions (http://forums.longhaircommunity.com/showthread.php?t=68520) are not yet high enough to allow you to post a blog. :)
