what to do with dried out bleached hair?

I started off with getting blonde highlights in my light brown hair, but then i ended up getting more and more and now my whole hair is blonde. for the last year ive been bleaching all my roots, but i dont want my hair all blonde anymore, i want it highlighted again.
Im not sure how to do this, my roots have already growing in alot so what will be better;
dying the blonde bits brown like my roots and getting highlights put through
putting lowlights in my hair
or growing all my roots out and get highlights

I would think it's best to put back in low lights (your natural color) and then go from there. I too had this happen to me way back when. I just kept going back for highlights until one day I was totally blond and didn't even know it hit me :)
