Your hair is wet and just there so I would think not quite when dry? Unless you don't mind only counting when it is wet? :P In which case yes it looks perfectly even with the start of your armpits to me.. hehe.

It's a bit hard to see on that picture, because it's wet, and you're wearing light shirt with blonde hair.
Perhaps try dry hair and darker clothes :)
But hmmm I'd say you're there or almost there, not few inches, but much less :)

ditto what everyone else said. Its hard to see in the picture, and since you hair is wet and right at APL, it'll be a bit shorter when dry. You're so close, though, at least that's my opinion. :)

Next time I straighten my hair I'll take a better picture. The ends of my hair (in this photo) are already air dried and you can barely see them, which probably looks like my hair isn't anywhere near APL. But it's SO CLOSE! I have less than .5 inches to go, or I'm already there.

when you get out of the shower, try wrapping your towel around right under your armpits, if your hair touches it you are APL
