If I understand correctly, changing your capabilities has a manual component to it.

Most "unlocks" here require "quality posts" which means human judgment to validate. It's there to discourage folks from adding a bunch of non-value posts to get some feature or other unlocked quickly.

in the mean time you could just post on the thread you are interested in the toy and explain why you can't PM

May sound silly, but I had to log out and log back in for my privileges to take effect. Have you tried that?
