How are they different? I know Highlights cost more most of the time, but why? Isn't it the same thing as bleach, just a cap or hair highlighting tools that go with it? What do you think? :)

Anything (chemically at least) that lightens the hair is bleach, period. Highlights are just done sporadically through the hair instead of covering ALL of the hair like a full bleach job does. I assume highlights are more expensive because they require more finesse and planning. Sure, you can get a cap with holes in it to put random streaks of highlights in your hair, but professionals tend to do a better job freehand, at least from what I've seen.

You can actually lighten hair with other things than pure bleach.
You have something that is a mix between a colour and bleach but you can also lighten the hair to a degree with hair colour. the difference is in what hydrogen peroxide you use which you can get in 6% which adds colour, then 9% who can lighten a little bit and then 12% used with colour can lighten a little bit more than the 9%.
If you use 9% or 12% with bleach you will lighten it more than what you can achieve with the colour mix.

Most hair dye will not lift your color enough to be considered true highlights. Traditionally, highlights are done with bleach. The most common method for highlighting is foiling, it is more time consuming than applying an all over color and therefor it cost the customer more. Most professionals have moved way beyond a highlighting cap.
