Well you could get your hair trimmed into a bit of a steep U and follow your current hemline but even it up. You wouldn't have to lose much length at all. Actually, if you cut off 2" it would look great and by the time you have your trip it will be maybe only one inch shorter than it is now. So you have room to wiggle. A one inch to two inch trim should be enough.

As far as the bangs go, I think you should keep growing them. You goal is tailbone which is fairly long and unless you have really thick hair losing thickness to bangs can become frustrating. You are already so close to having them down below your chin that I would just stick it out. I have also been growing out bangs and while it was a pain it was worth it for me.
