What is cones and is it silicones?

Yes - it refers to silicones. You can find it in your ingredient list but looking for anything ending in "one" like dimethicone or "xane".

I believe they coat the hair so I think they stop moisture from getting in. However the coating can behave like protection.
I think the key is to find out what works for your hair. I find that without silicones my hair is ok but it does get prone to splits. With cones I find that my curl pattern works a little better and my hair is shinier. I try to mix it up and use products with and without cones. Plus I clarify about once a month or so and this prevents build-up.
Don't be afraid of cones, just learn how to use them to your advantage, or not if you prefer that.

Cones will only "lock moisture out" if you have build-up, oils can cause build-up too...
