Hair growth in children?

I went to visit my daughter yesterday, she has a daughter that is 6 yrs. old. She mentioned that she never cuts or trims her daughters hair ( it is about shoulder length) it just doesn't grow. She said that her other daughter when she was that age had hair down to her waist.
Why do you think the 6yr. olds hair won't grow? what do you think is the problem? what would make it grow?

Is there damage to the ends? Thyroid problem? The kid cutting her hair when no one's looking? Nutrition issues?

My first guess would be damage from some activity or from the kid playing with their hair in some way. I would check this first. Does she have really fine hair?
