Chin/neck length to collarbone / APL

Hi! I'm currently recovering from compulsive and obsessive cutting behavior and am left with a blunt bob an inch below chin length. I want my long hair back (tailbone at its longest) and my first goal is APL. How long would it take on average? And for something between collarbone and armpit how long?
