Are your bangs dense or thin? You can't acieve this with a thick bang (like in my avatar).

It's a matter of training your hair. A lot of people do it with a flat iron pulled the direction you like and flipped out at the tips... hard to explain. I would try some medium sized rollers facing sideways.
