Fine hair make it look thin?

I just measured my hair. 28.5...28 is waist for me. My hip is close to waist so I need about 2ish inches more. I measured ponytail thickness...measured 3 times actually. It is just at 3. My hair is really fine so will that make it look thinner even though I have plenty of hair. Was pleasantly surprised at 3. A couple years ago I barely made 2

Some fine hair likes to compress down to nothing. It seems to be a thing.
