I noticed that when I oil my hair I sometimes have to shampoo twice to get it out. (or at least to be SURE it is out) so doesn't that counteract the cause? If my hair is like saturated in oil will shampooing it once be enough? Does the conditioner also help remove it? I am willing to oil every three days when I wash, but I don't want to damage it more than helping it?

Two things to try, first, apply shampoo before the water.
Secondly, yes, conditioner will remove the oils, too.
If your scalp is ok with conditioner, it's probably the easier method.

But shampoo before water works on olive oil in my hair, and was the tip from the professional stylist who gave me the tip to use olive oil in the first place. She had classic length hair, and I was around BSL.

Many of us find conditioner only washing removes excess oil better than shampoo. If the oil is penetrating it us possible sulphate shampoo aids that, it was used in the published research on coconut oil a d it was found that pre-wash oiling is better than post wash.
