Yes, and then measure right next to the elastic (not over it).

Also be sure to place the ponytail where it gathers as much hair as possible, like if you have bangs you will want it to include those.

Put it in a pony tail and measure next to the pony tail.

I measure right around the hair tie. Mine isn't so big that it's going to impact the result very much, and it eliminates the question of how tight I should pull the tape measure.
