Classic retro updo, I'd guess the picture you posted is a more advanced version of this style, the technique can be used for several updo variations.

As was mentioned up-thread, this kind of style may be best executed by creating multiple ponytails as the base of each section. These two links are to tutorials at Modern Salon show styles using that technique.
