I prefer dry, I can see where I've henna'd more clearly. I have done both, doesn't seem to effect its performance though.
I always do it on dry hair because rubber gloves do not slide well through wet hair, I ended up pulling out a lot of hair that way.
I always mix my henna with enough conditioner that it is nice and slippery, does not dry out and is easy to apply.

If you put it on dry, there is less dripping.

I have always applied mine to clean dry hair, but my hair is only shoulder length at the moment. I might try towel dried damp hair once it is longer. I've never had any problems applying it or rinsing it out applying it dry.
I've only once tried to apply henna on dry hair, kept it overnight and got no dye-result. My roots were just as grey as before this operation. I don't know if grey strands need more dampness, or could it work anyway if henna paste was runny enough. I'd like to try because it would be easier to put on dry hair... but I don't want to waste money 🤨

Yes I've been learning to make it more liquid. Works for me. I'll try this dry hair thing next time... I'll try with a little amount of henna and only dye my roots.
I put mine on dry hair but make my paste more runny. It helps me out personally even if a bit messy
