I'm doing a rosemary rinse tomorrow and I was wondering if I should keep it off my length? Is it a scalp only thing? Thank you.

I do rosemary (plus hibiscus, lavender, and nettle) rinses on my length and have been happy with the results. It's not quite cleansing enough to use alone, but my hair seems to like it.

I quite enjoy the scent during the day after I've done a rosemary rinse. I use it on my length as well, and I've not noticed any negatives.
The last one I did, I included a peppermint tea bag! Mmm, rosemary and mint.

How does one do a rosemary rinse? Soak some rosemary in some water? Or is it rosemary oil in water?

All of the herbal rinses I do go on my length as well and the only conplaint I have is that it makes the ends dry. I would just try to keep it off of the ends or at least condition them afterwards.
