I don't think it does much for color but it makes your hair smell good. I also find it to be a good skin and scalp toner. I don't know what kind of petals you have, could they have been sprayed with pesticides? I might be wary if you are not sure. I use organic rose water (comes in a spray bottle). You can also find food grade quality at your local Indian grocery.

I doubt that rose petal water is going to color hair (even platinum blonde). Not even temporarily.
It doesn't even discolor or stain white dishtowels...
But it'll smell really great. So if you are absolutely certain that it is completely pesticide-free - try spraying a bit on your hair, your scalp, your skin (face and hands), and your bed sheets. Enjoy it!

I boiled rose petals a couple years ago to make rose petal beads. The water was deep red as you describe and I remember my fingertips and under my nails being discolored after working with it. It only stained for a day or so, though, and it was more black than red. Maybe you could test with some of your shed hair and see what happens.
